For arrivals at ports where immediate issuance is not available, the card is subsequently issued after address notification is registered at a local municipal office.
2. The 14-Day Municipal Address Notification Window
After establishing a domestic place of residence, foreign residents are required under Japanese immigration rules to submit an address notification to their local municipal office (City Hall or Ward Office) within 14 days. Bring your Residence Card (or passport if the card has not yet been issued) when submitting the notification at the window.
3. Address Updates, Lost Cards, and Regional Immigration Contacts
If you move to a new apartment in Japan, you must register your change of address at your new municipal office within 14 days. If your Residence Card is lost or damaged, an application for reissuance must be submitted to a regional Immigration Services office within 14 days of discovering the loss.
